(1) If a consumer does any work in the community forest that is contrary to the action plan, the concerned consumer group can fine him and if there is any loss due to such work, he can recover an amount equal to the loss as compensation.
(2) According to sub-section (1), if the consumer group is unable to take action by itself, the group may recommend action to the Divisional Forest Office and if such recommendation is made, the Divisional Forest Officer may impose such penalty.
(3) It shall not be considered that such a person has been hindered from taking action according to the prevailing law only because of the fine imposed in accordance with sub-section (1).
